He was born October 19, 1963 in Ste. Genevieve, MO.

He is survived by Father, Charles E. Otte of St. Mary, MO; Fiance, Marcia Ditch of Sainte Genevieve, MO; Four Sisters, Annette (Mike) Cash of Saint Mary, MO, Debbie Leible of Foley, AL, Sharon (Randy) Breig of Saint Mary, MO, Laura (Mike) Hill of Washington, MO; Brother, Darrin (Dana) Otte of Jackson, MO; Three Sons, Jake  Otte of Sainte Genevieve, MO, Chris (Carrie Newman) Vessell of St. Peters, MO, Jonathan Vessell of Perryville, MO; Daughter, Rachael Otte of Sainte Genevieve, MO; Step-Son, Nathan (Tanya) Davitz of Saint Mary, MO; Step-Daughter, Randi Belton of Chester, IL; Grandchildren, CJ Vessell Jr., Bentley Fish, Dawson Wittu, Marci Wittu, Rose Weber, Mya Otte, Devan Parmer, Lexy Parmer, Sadie Davitz, Jaylee Belton and Jase Belton; Sister-in-law, Susie Vessell; Mother-in-law, Gloria (Leonard) Naeger

He was preceded in death by Mother, Betty Sue (Worley) Otte; Wife, Marsha L. (Vessell) Otte.

Visitation was at Basler Funeral Home in Sainte Genevieve, MO on Sunday, November 12, 2023 from 12:00 pm till 3:00 pm. Service was at Basler Funeral Home on Sunday, November 12, 2023 at 3:00 pm till 4:00 pm.

Private burial was at Valle Spring Cemetery in Sainte Genevieve, MO.

Memorials can be made to Am. Cancer Society or St. Jude’s Children Hospital.

He was a member of Sons of Am. Legion in Ste. Genevieve, Ste. Genevieve Eagles, and Ste. Genevieve Jaycee’s.  Rosco was a hard worker with endless generosity.  He was very comical and he was loved by all.  Rosco loved his family very much and will be missed by all who knew him.
